There are a weighted arms that sling outward as rpm increases which forces the cones of the clutch together to engage the belt. When the engine returns to idle a spring forces the clutch cones open. WebMar 14, 2024 · Usually when a clutch gets sticky, it is the bushings. Either #3 or 14 in pick. Just took the cover off to inspect the spring. Spring is fine. Clutch was still stuck all the way in. Popped the clutch off and had a hell of a time getting the sheaves apart. Cleaned it as best as I could and put it back on.

It can rust but it'd have to be sitting there for decades and you definitely wouldn't be able to get the engine started as your flywheel will have also rusted.
