You are using the cmdlet correctly. However, the fact that the new node was not added to the possible owners for the disks but were for the VMs might indicate that the new node is missing the resource dll for the disks i.e. is not eligible to be a possible owner for the disks. I would expect this to fail using cluster.exe as well.
